Ed Norris, former Baltimore City Police Commissioner, was convicted of
stealing money from the city. Part of his sentence was 500 hours of
community service... in Baltimore. He'd rather do his service near his
Florida home, to avoid the "financial hardship." Boo f**king hoo.
Homeland Security funds are given out based on a formula that primarily
looks at a city's residential population within the legal city boundaries.
So, for example, New York City, with 8,000,000 people, gets a nice chunk
of money. But New Jersey, a major suburb of both NY and Philadelphia,
which houses a major "New York Area" airport and sea port, oil refineries,
and financial institutions loses money this year. Similarly, Orlando FL
gets less money than Omaha NE, despite Orlando's 43 million visitors each
year.
